I don't know if we are going to have any this year because of the social distancing thing we had to cancel the hunting and bow classes because of it

there will be no trapping course this year at the Rondy
Dear HEP Instructors, I know everyone is wondering “When can we start offering in-person HEP courses again?” Unfortunately, the answer is “We do not know yet.” NY is divided into 10 economic regions, which are different than DEC regions. Every region must get to re-opening Phase 4 (recreation/education) before we can consider offering in-person HEP courses again. As I write this, some regions are in Phase 3, while some just entered Phase 1. Each phase is scheduled to last at least 2 weeks. Why do we all need to wait for all the regions to be in Phase 4? Governor Cuomo’s directive states, “When phasing-in re-openings, regions must not open attractions or businesses that would draw a large number of visitors from outside the local area.” We cannot open HEP courses in any region that could draw people from other regions to those courses. As a result, in-person HEP courses will probably not be allowed for at least 8 more weeks. We have cancelled all in-person courses through August 15, 2020. We also have not yet seen guidelines on what safety precautions must be in place for our in-person HEP courses. Course capacity may be limited. I assume all instructors and students will need to wear a mask, and hand sanitizer will need to be available at every course. Gloves may also be required. HEP staff is looking into how we can buy and distribute essential safety supplies to instructors. Social distance requirements will probably be required, which could make close supervision of students handling and shooting firearms difficult to impossible. If firearms can be handled by students, each firearm would need to be cleaned with sanitizing wipes or sprays between each use. Instructors may be required to assess the health of every student as they enter the classroom, possibly with a short questionnaire or by taking their temperature with a no-touch thermometer. In addition, the facility where the course takes place will probably have to follow strict cleaning and sanitizing standards before and after every course. As a result, there may be some facilities that will not want to host a HEP course this year. Once in-person courses can resume, please do not feel pressured to schedule a course right away. I understand that many instructors, especially those with health conditions that make them more susceptible to respiratory illnesses, may not feel comfortable holding an in-person course at this time. We have temporarily waived the requirement to teach at least one HEP course a year, so you have time to decide what is best for you. Since in-person courses will not resume until at least mid to late August, we have extended the online hunter education course until August 31, 2020. We are also going to offer an online bowhunter education course starting July 15. We are looking into the possibility of offering an online trapper education course as well. Be advised that as long as the online courses are available, the online homework option for both the hunter ed course and the bowhunter ed course will be removed. However, if someone completes the fully online course, and then wants to take an in-person course, you can accept their online certificate as proof of homework. As of today, approximately 54,000 people have registered to take the online hunter education course, and 24,000 have already completed it. We could have never predicted this kind of response when we first made this course available. I know not all of you agree with our decision to offer the online course. However, it did enable many new hunters to go out turkey hunting in May, who otherwise would not have been able to. I heard from a number of young hunters who took their first turkey this spring. I also heard from many people who greatly appreciated the fact that we opened the online course. Many people have been trying to get into a hunter education course for years, but the courses near them had always filled up within minutes of opening. I heard from parents who were grateful their kids could finally get the course completed while school, sports, and other activities were cancelled. I heard from one man who has wanted to take a hunter education course for years, but his disability prevents him from sitting for long periods of time in a classroom. He completed the online course and was looking forward to finally going turkey hunting. Lastly, DEC staff started returning to the office yesterday at a reduced, 25% capacity. That means most HEP staff will be in the office about one day per week for the time being and telecommuting the rest of the time. It certainly has been a challenging few months, but I thank you for your continued patience. I will keep you informed as we get more guidance on how and when we can start in-person courses again. If your coming to the Fenner Rondy next week Please remember to bring a mask because if you can't social distance you must wear a mask we will have hand sanitizer available if anybody needs it and masks for sale

Anybody get to Fenner today or yesterday ? Always try to make a appearance but work got in the way again this year. Any good deals on traps ? w was there from 8am thru 3pm with the King of Flatiron. Tons of used traps, cheap. NYrat and I cleaned house... drove off with a trunk full of misc muskrats gear, riding on the shock springs home. Was hoping you'd be there to strategize a team effort on water fur up north come 11/01 opener for all species. Really like that new start date. More time for archery hunting the prerut, and we can deploy for all water species from day one. A true win-win!
