All county clerks have a master book, I don't know if you can get a copy or not however.

There is no platt book in NY, however you can look all properties up at your county taxation office. Some counties have this on-line. I have topo maps of most of the finger lakes and if I find a property that I'm interested in finding the owner it's a simple stop at the county office building. The tax maps may be bought at the county office, but their size and cost makes them of little use.

Subdivision Platts will be on file in the Clerks Office of the county where the subdivision is located. These maps are usually quite large, mylars or linens, and difficult to copy. If you are looking for real property "parcel maps", follow Scott's advice, and go to the Real Property Office for that County. If you are looking for GIS maps of parcels with contours, aerial photos, and other coverages like wetlands or vegetation covers, try your County Planning Department.

Some counties have a web site with satellite photos. These will show the boarders and give the name of the owner. Just another resource to check out.

Cayuga County also has an online version. It comes for a fee however. You can get the service for a monthly fee or a yearly fee. I believe the yearly fee was $80. It costs nothing to stop in and infact the guys working there look forward to someone to stop by and break the monotiny.
