Just waxed some kb's and forgot to set them first.Having a hard time setting them now with the new wax coat. whats the best way to remove wax so they will stay set?

I just scrape the wax off the dog and the contact point on the pan. On the KB's just scrape the 2 contact points and you should be fine.

used a screwdriver,steelwool and sandpaper some still wont set

Use a torch to melt wax off and set your pan tension.

I have kb's, and if the pan tension is too low they won't stay set. Like said above, increase the pan tension see if that works.
