Reading another post has once again reminded me of a subject I have not found the answer to.I have been told that the Northern Zone is different than the Southern Zone because the Northern Zone as far as trapping issues can be set by regulations based on home rule. This is not the case in the Southern Zone. With the exception of rifle use for deer hunting the Southern Zone does not have home rule and trapping issues are set by laws comming from the state legislators, except the laws which give the authority to regulate. My question is where and what is the law the gives the Northern Zone the right to home rule and not the Southern Zone?
